At 9 a.m. Mass was celebrated by Father Rod McNeil (Frankfort, Ontario) and he was assisted by Father Joe Quinn (Windsor). During the Mass, Nicholas Volk was installed as the new President of the Ontario Regional Council of the Society of Saint Vincent de Paul along with the new Board by Michael Burke, National President.

The meeting began at 10:15 a.m. with 66 people in attendance.

Opening remarks and welcome were extended by Nick Volk.

An opening prayer was said by Jules Huber, seeking blessings in organizing our work to better serve our poor.

Sister Barbara Thiffault gave a spiritual reflection on the special presence of Christ in the poor.

Jim Paddon read, “A Poem to Share” written by a homeless woman after being denied help:

I was hungry and you formed a discussion group to discuss my hunger.
I was imprisoned and you quietly crept off to your chapel and prayed for my release.
I was naked, and in your mind you debated the morality of my appearance.
I was sick, and you knelt and thanked God for your health.
I was homeless, and you preached to me of the spiritual shelter of the love of God.
I was lonely, and you left me alone to pray for me.
You seem so holy, so close to God.
BUT I AM STILL VERY HUNGRY . . . VERY LONELY . . . AND VERY COLD!

Today being the 70th birthday of Brother Al Verstraaten, (Sarnia) we all sang, “Happy Birthday”.

Business: Members of the Ontario Board were introduced by the current President of Ontario Regional Council, Nick Volk: Bonnie Mulvihill, VP Memberships; Mary Anne Kieran, VP Communications; Lorenzo Mostacci, VP Special Works; and Pat Jordan, VP Finance.
Members-by-right (Representatives) were called forward for voting cards

Strategic Planning: Penny Craig (VP National Council) presented a very informative workshop.
She began by telling us that there are 334 conferences in Ontario and up to 600 conferences in Canada. Thirty-four per cent of the parishes in Ontario have a conference. To begin, we were given a short line puzzle. The purpose of this, we were told, was to show us that people need to think outside the box and get creative. We need to be visionary, with the freedom to dream. To do this we need a plan. This will take a few years to achieve. SSVP is the oldest Catholic lay organization in the Church and it has continued because people had a vision. We need to set a goal and work towards that goal. Set a range for short-term planning activities. Set directions on policy and review existing policies. An SSVP Mission Statement needs to be written and openness is needed with input of new ideas and concepts that are suggested by the public, members of the community, elected officials, agency heads, executive board members, and community groups. We need to have a proper concept of who we are.

  • Creating a Vision: What do we want to be in the future? To answer this, we need to draw on each other and community expertise. What do we want to see in the future? Be specific to each organization. The spiritual element intertwined in our work is unique to our organization. Be open to change.
  • Key Components: Incorporate beliefs – They are a statement of our values, so we need a public and visible declaration of the expected outcome. Beliefs must meet organization and community goals. It must be practical and guide the actions of all involved. Our beliefs are a key component of strategic planning.
  • Benefits: This helps us to think more broadly. It provides direction, continuity, and purpose and gives us grounding. It builds confidence and loyalty and makes us efficient and productive.
  • Organizational Killers: tradition, fear, stereotyping, complacency, negative and short-term thinking.
  • Each area needs representation: BC, Western, Quebec, Ontario, and the Atlantic. Penny is spearheading Ontario. The process must be supported at every level.

Father Joe Quinn spoke on spiritual development. He said that the Church is changing. We are in a period of upheaval. We must be renewed and discern how the Spirit is moving in the Society. To discern we need to go back to the bible scriptures and writings of Frederick Ozanam and the guidance of Saint Vincent de Paul. We need a vision of our mission and ministry in contemporary society and the needs of today. We need to know who God is, who we are, and what our mission is in the Church. This differentiates us from other groups that help the poor. We believe we are called by God to do a particular mission. We need a common view and we must address the issues of church, society, systems, and where people are going in our society.
Bob Martineau commented on having a Mission Statement which bears witness to our Christian faith. A preamble to the rule is the key to the future of the Society.

An exercise in visioning showed the following results:

  1. Vincentians are getting older with more women than men participants.
  2. SSVP provides thrift stores, shelters for abused women and alcoholics, care homes, jail ministry, home visits with assessment of needs, food and clothing.
  3. In the next five to ten years we will need more younger members and spiritual growth in members.
  4. More active recruiting needs to be done. The Toronto diocese is now doing volunteer screening because of the vulnerability of clients.
  5. Reponses of all regions will be shared at the AGA this June 26-28, 2002 in Toronto.

Penny is putting together a national team and dividing the country into five workable regions so that future meetings will have a wider attendance. Ontario represents one-third of all Vincentians in Canada.

A lunch break took place from 12:10 to 12:50 p.m. Nick acknowledged and thanked the Belleville Knights of Columbus for the use of their hall and St. Joseph’s Catholic Women’s League for the food.

André Folon is the liason between the Knights of Columbus and SSVP.

During lunch we were given some topics to discuss. After lunch each question was dealt with:

  1. How will we recruit young people after World Youth Day?
    Suggestions included: promotions in schools and churches (posters), on the website and at CWL meetings, each conference send a representative and use for recruiting after WYD.
  2. Is the use of the word “clients” appropriate? Reponses: Maybe not, but so far we have not been able to come up with a better term. Nick Volk suggested ‘people we serve’; Al Verstraaten suggested ‘neighbour’.
  3. What should be done with excess funds?
    Conferences need to be educated as to what to do with excess funds. The money should be directed up to the next level of conference structure. Nick commented that it is a way of sharing, and anything beyond a three month’s amount of money needed for operating expenses can be considered excess. Also, if funds are needed, ask,and funds can be passed back down.
  4. How do we put and keep the spiritual element?
    Answers included: pray together, acknowledge that this is God’s work, show faith in action.
  5. How should the Society publicize itself?
    Answers included: more information in church bulletins, draft a package for interested parties, have guest speakers at meetings, participate in community planning activities.

Putting Our Faith Into Greater Action: Bonnie Mulvihill is from Hanmer and she has watched 15 years of growth of SSVP from the office of Sister Frederica Lalonde to their own building. Bonnie spoke about recruiting and special activities. A development team is being put together for the province. She read a reflection from the booklet, Living Faith, called “Recognizing a Companion of Jesus”. We form a web when we are all connected. Dick Flaherty of Toronto East and Mona Cilles of Orillia commented on their development work in this area. Jim Paddon (Development Team- Elliot Lake) started his conference in 2000,and has increased its membership by 50% already. They do English and French promotions in the diocese, because they have found that people need education. Now they are working in Sault Ste Marie and on April 25, at a parish evening of reflection, they will be making a presentation about SSVP.

Communications: Mary Anne Kieran is from Mississaugua and she has been with Saint Vincent de Paul for 12 years. She talked about two new forms of communication: the website and the newsletter. Our website address is: www.ssvp.on.ca Please let us know your e-mail addresses. This will make communication more feasible. A data base is being updated for the newsletter. More input would be appreciated. On-going projects can be shared and this will help us to develop a sense of community and sharing. Ontario Regional Council has made a board decision to send the National VincentPaul Magazine to every member in Ontario. The Provincial newsletter is planned to come out on a quarterly basis. Updated membership lists should go to the provincial board, care of Mary Anne. It was explained that the magazine is national and the newsletter is provincial.

Special Works: Lorenzo Mostacci, or Renz as he is known, has been with SSVP for 5 years, and is president of Hamilton East Particular Council. He explained that special works include: housing, summer camps, twinning, and store operations. Friday April 5, a meeting was held for all Ontario Provincial stores in Belleville, Ontario. Discussions were held to deal with the real purpose of the stores and how to promote them. The common theme that came out of the meeting was that the stores are providing a service to the needy in our communities. Sue and Don were thanked for their excellent work with the Belleville store. The Valu Card program was explained and you can get more details about this on the provincial website. Store outreach needs to change as our environment changes. Anne Misener from Hamilton East described their mobile store, an outreach to those who cannot travel to/ or are afraid to go to, a permanent store building. Patricia Laurette, Chair of Stores Committee, gave an updated list of stores in the province. There are 24 Saint Vincent de Paul stores in Ontario. Doreen Simers, in charge of external (out-of-country) twinning, has said that this activity is temporarily on hold. Revisions are being done and a full report will be made at the AGA in June. Pre-aggregated twinning is still possible. At this time there are three twinnings with the Northern missions. Nine overseas conferences are on hold right now waiting for twins. There are 65 Canadian councils twinning with 19 countries. New out-of-country twinning is on hold because banking and legal aspects need to be clarified. Twinning with new countries will be more focused. All checks must go through National Council. Twinning should be discussed at the next provincial meeting. The goal is that in five year’s time, every conference will be twinned. There are 17 Councils and 334 Conferences in Ontario.

Finances: Pat Jordan is the new VP of Finance. Pat has worked as a chartered accountant and he joined the Toronto Central Council as treasurer five years ago. A copy of the budget was available for everyone. On December 31, 2001 a financial statement was prepared which shows us having a balance of $75,000. Our only real asset is the cash in the bank. A reserve for contingency purposes is not wise, in Pat’s opinion.

An office space and staff will be established for the provincial council. In order to expand we need a small office and consistent staff. The staff person should be someone with organizational skills, computer literate and willing to work on a part-time basis. Services to the needy are increasing and Nick can function more effectively with a small office space and one part-time staff. This is up for approval at the next provincial meeting.

Is there a need to regularize? Pat is looking into a 30-day GIC and ING accounts. As far as excess funds go, they should be passed up so that they are available to councils who need funds.

It was suggested that each Conference should put a thank you in their Parish bulletin on an annual basis.

Since each new member of the board gave a brief history of their involvement with the Society, Nick mentioned that he is from Toronto and has been working with SSVP at all levels, for 17 years.

Applications for the AGA in Toronto, “Let Us Go To The Poor” to be held from June 26 to 30, 2002 have not been received by everyone. Michael Burke, president of the National Council, will look into the matter.

Harassment and Abuse: John Slaman stated that we need to take steps to address this issue. It should be discussed at regular meetings, along with insurance costs. Never go on a call alone. A handout has been put together for volunteers and store staff. A screening program should be included. Prevention is the first step. Vincentians need to be informed and instructed about taking necessary steps towards prevention. Nick interjected that estimates have been sought out with regards to insurance rates. A discussion took place on how to handle abusive store customers. Kitchener has a process in effect and Patricia Laurette explained how it works.

Kitchener has finally bought and renovated its home for expected mothers and their children last October called Marrilac Place.

Website: Bernie Hartlin gave a demonstration on how the new provincial website works. He explained that Michael Burke put up a national site three years ago and invited each province to have their own link. On March 12, 2002 the Ontario website was launched. The provincial board is using this website as a means of interactive communication and Bernie is working with Mary Anne to bring this about. There are individual e-mail connections, such as, the connection with the president will go directly to Nick and is completely private. Member’s names are not given out, but an alias would direct those interested in memberships to Bonnie. Helps us to connect with conferences that we were not aware of. It is also a means of reaching young people. There is a page for prayer and meditation and Bernie is inviting all Vincentians, and conference spiritual advisors to make submissions so that the page can change on a weekly basis. Various pages were shown and navigation of the site was explained. Now that a format has been developed, information will be posted as it is received. Vincentians are asked to participate in the Community Forums Topics for discussion area. All are welcome. Cards with the website address and email aliases were passed out.

Black Bag collection total was announced at $195.57. This money will be donated to Sue and Don for the Belleville store.

Correspondence:
- Brother Ernie has sent his regrets.
- A donation was received from a person who had visited from Australia, in the amount of $24.15.
- The Grand Knight of Cornwall wrote an article for the State Bulletin about the similar roots and goals that the Society of Saint Vincent de Paul has with the Knights of Columbus and how we can work together.
- A Spiritual Advisors Lunch will be held at the AGA with Father Picher attending as the National Spiritual Advisor. Father Picher has drawn up guidelines (duties and responsibilities) for spiritual advisors and the role they play in a lay society such as ours. Frank Bascariol is collecting names of spiritual advisors and he will be contacting them about the luncheon.

World Youth Day (WYD/JMJ2002) information: What is SSVP doing for WYD? There will be social service projects and hands-on discussion groups. Adopt A Family: Nick asked each conference to consider adopting a family. To work with the family, to help encourage them to prosper and support them until they do get into a better social situation.

Everyone should be Aggregated, have a registered charitable number, and a spiritual advisor.

Michael Burns: Our National President gave some closing remarks. He said, “Spirituality is not a goal, its what we are. This is what separates us from other organizations.”
- A youth update will be given at the AGA.
- Twinning needs to be focused and organized. The process is being streamlined. Difficulties have arisen because of time changes, languages, and different banking systems. He suggests we stay with the Americas (North, South, and Central) because time zones are the same and languages are mostly English, French and Spanish. He would like us to think about the Ibero Americano. This is a meeting being held in 2004 which includes the countries of North, Central, and South America. This gathering can guide us on how to provide leadership and help to other countries. We need to focus on justice for the poor and do more in the way of advocacy.
- Communications: A new VincenPaul-Canada magazine is being put out which will now be of newsprint quality, not glossy paper as in the past. This is more cost efficient right from the mailing house to the Sheltered Workshop Halifax Adult Services. In all, Michael was encouraged by the discussions today.

Board Meeting of January 4, 2002 by teleconference call.

1) Bro. Nick welcomed all to the meeting and noted the opportunities we had for increasing our service to our poor and improving lives across Ontario.

Bro. Nick welcomed Bishop James Wingle, who has accepted the position of Spiritual Advisor (St. Catherine's Diocese - January 24, 2002).

2) Opening prayers - Opening SSVP prayers were led by Bishop Wingle

3) Self introductions - each member noted their relationship to the Society - Bro. Nick introduced Guy Mahaffy as Executive Treasurer to help Pat Jordan.

4) Review of Organization Chart - Executive Duties - The Board reviewed the Organization Chart, noting the importance of the persons we serve at the top of the organigram.

5) Board Executive portfolios were reviewed:

A) VP Membership Sr. Bonnie -

- To help set up ONPC meetings - 1st one this spring

- To help put together our spring Lenten Recruitment Campaign - with Jim Paddon, Elliott Lake, member of our Development Team; Campaign to include speaking in Parishes to gain attention for our Society and volunteer opportunities. Bonnie and Jim meeting the Diocesan Pastoral Council in Sudbury, Feb 18th.

B) VP Communications Sr. Mary Anne -

- Working on the getting our ONPC website up as a central point of communications.

- The newsletter will be filled with SSVP information from all ON, issued quarterly.

C) VP Special Works - Bro. Renz -

- Re SSVP Stores, Renz noted wide variations in income in our Stores and will work on equalizing this situation, with an overall goal to increase service to our poor and at least break even.

D) VP Finance (Treasurer) - Bro Pat -

- Stated the need for all SSVP levels to pass up funds (and ask for funds back down if needed) and to expand the fundraising activities.

- Listed a budget of ONPC expenses for office space, part time personnel, communications expenses (including website), and travel for $30,000 for 2002 (to be brought forward to our 1st ONPC meeting).

- Noted that care in fundraising needs to be taken in relationship with all Councils and Conferences of the OPNPC.

6) Special Activities, Bro. Nick spoke of a Development Team all across ON to help with recruiting, expansion; need to always act in social justice; encouraging all Conferences to send a rep to World Youth Day WYD2002/JMJ2002) July 23-28, 2002, Toronto and use the WYD2002 website - www.wyd2002.org -share "best practices"; develop the Adopt-a-Family concept in Conferences, plus.

7) ONPC Records - Bro. Nick will pick up the records from the Past Secretary before end Jan 2002. Equipment includes 3 fax phone machines; office copy machine, computer. Data being transferred includes all Members By Right, list of all Conference and Council Presidents, and about 6-700 of our 3,000 ON Vincentians.

8) ONPC Meetings A) 3 ONPC meetings per year, starting in March-April 2002 in Trenton-Belleville (in conjunction with Stores meeting); 2nd at AGA June 26-30 June in Toronto; 3rd with tentative dates of Oct 12 or 19.

9) Spiritual Advice and Encouragement - Bishop Wingle spoke movingly and with much appreciated compassion on our SSVP role as servants of Christ and the poor.

11) Treasurer's Report - Bro. Pat stated cash on hand to be about $35,000 ($10,000 in account; $25,000 in emergency fund).

Motion: Moved, seconded (PJ/MAK) To accept the budget of $30,000 with a decrease to $2,000 for copy/mailing with anticipated use of website; increase travel budget to $3,000, with other expenses same as in draft budget. Carried unanimously.

Motion: Moved, seconded (PJ/LM) To adopt the standard Banking Resolution to transfer tne ONPC account from Scotia Bank in Goderich to the Royal Bank in Toronto. Carried unanimously.

Motion: Moved/seconded (PJ/BM) To designate the official signing officers as any 2 (two) officers (Board/Executive) of the Corporation being the President, VP Membership, VP Communications, VP

Special Works, VP Finance (Treasurer), including Mary Anne Kieran to act as the Corporate Secretary in the interim. Carried unanimously.

12) Bro. Nick thanked all participating – expressions of support and for our many positive opportunities were received.

"The spirit of youth is dynamism, enthusiasm, projection into the future. It is the generous acceptance of risk, the creative imagination, and, above all, adaptability...." Commentary included that this spirit can be demonstrated by all ages.

6) Business arising from the Jan 4, 2002 Minutes:

- Bro. Pat asked, under # 7, for an update on the status of our records.

Bro. Nick reported that on Jan 6 he picked up office records and some equipment (phone/fax, computer) in Waterloo from former Secretary Ann Elliot. On March 5, 2002, he received 2 boxes with financial records and an adding machine by courier from former Treasurer Carol Wilson. Basic records where given to Guy.

Office space - to be donated - still pending with English Catholic Teachers Association and J.J. Barnicke (real estate); otherwise basic rental.
- Sr. Mary-Anne asked under # 11 if there was a new corporate secretary. Bro. Nick replied, No, but search is intensifying for regular Secretary.

7) Our friends whom we serve - need greater recognition at meetings.

- Guy presented a very good summary (in 3 forms - by amount, by location, by date) of all income for 2001, showing (from the records) receipts up to February 28, 2002 deposit slip sent by the former Treasurer showed $49,576.44 in the bank. Funds in the new account received so far in 2002 show $25,415.90. A total sum of $74,982.34. A financial report will be presented at the ONPC April 5-6, 2002, meeting.

9) Our ONPC expenses – Repayment of expenses:

- Any ONPC Executive, Director, Officer, Committee Chair required to travel and/or expend funds because of assigned ONPC business will have expenses reimbursed. An expense sheet with receipts is to be submitted.

- The kilometer rate for expenses is $.30 (thirty cents) per kilometer.

- That the President should carry the, ONPC, credit card to cover ONPC expenditures only.

11) Fundraising –

- There will be close cooperation between ONPC and Toronto Central and other Councils undertaking fundraising.

- Benefits of accepting credit cards donations to be explored.

- Register with charity.com for secure on-line donations by credit card (charity.com handles secure transaction has .08 % service fee).

- All persons on the call discussed their various roles and presentations to make this a successful meeting.

- Strategic planning to be conducted by National VP Penny Craig will help ONPC set goals for the next 5 years.
